THE POSITION
The person selected for this professional-technical position will serve as a unified employee and will develop grant applications with special responsibility for budgeting and fiscal compliance, will provide fiscal management and oversight of approved programs, will formulate program reports, and will maintain a supervisory role for administrative teaming. The person selected for this position is directly responsible to the Director II, Grants Development and Administration Department, Student Support Services Division.
RESPONSIBILITIES
Develop and prepare grant applications and reports.
Manage program budgets, approve expenditures, and maintain fiscal oversight of assigned projects on an ongoing basis to ensure compliance with contract and regulatory guidelines.
Develop expenditure forecasts and prepare and code budgets.
Analyze federal regulations, non-regulatory guidelines, Education Department General Administrative Regulations (EDGAR), and Office of Management and Budget (OMB) requirements to ensure compliance.
Provide technical assistance training to project directors and other grant recipients.
Serve as liaison with the Nevada Department of Education, as assigned.
Conduct leadership meetings, activities, and events, as assigned.
Review department budget purchases and serve as initial approval authority.
Authorize department payroll, as assigned.
Serve as building/facility liaison and provide directives to department staff to remain in compliance.
Attend and address Board of School Trustees on grant-related issues.
Coordinate federal audits and monitor all entitlement projects.
Attend national conferences on changing federal regulations and prepare briefings for department staff.
Communicate with e-Page representatives at Nevada Department of Education and support changes to all affected grants.
Oversee office coverage, vacation schedules, and SAP approvals in coordination with the department Director.
Settle employee disputes, Employee-Management Relations (EMR) issues, and teaming conflicts in coordination with the department Director.
Analyze project assurance statements and review implications with staff.
Oversee assigned grant Time and Effort Certifications for monthly/semi-annual Federal Time Log verifications.
Formulate procedures for the project application process and interface with appropriate personnel.
Determine format for data presentation to address funding criteria.
Prepare documents for presentation to the Board of School Trustees and outside entities.
Assist in supervising the maintenance of auditable project files.
Attend necessary technical assistance conferences/meetings at the state and federal levels.
Supervise and evaluate assigned department staff.
Perform other duties related to the position as assigned.
MINIMUM REQUIREMENTS
Currently serving as a professional-technical employee with the Clark County School District or have a Bachelor’s degree in a related field.
Satisfactory service in corresponding or related positions, or have previously demonstrated at least five (5) years of successful supervisory experience related to the administrative position.
Minimum of one (1) year experience as a grant writer.
Currently serving as an employee of the Clark County School District.
Experience in technical writing to include various state, federal, and/or non-profit grant application formats.
Fiscal management experience involving budget creation, audit responses, and payment approvals.
Ability to demonstrate leadership.
Knowledge of basic needs assessment strategies.
Successful performance in the position held at the time of application.
Ability to successfully complete a writing sample at the time of interview.
PREFERRED QUALIFICATIONS
Master’s Degree in Business Management, Business Administration, Technical Writing, Accounting, or other related field.
POSITION EXPECTATIONS
Ability to work under daily pressure and meet extremely tight deadlines.
Ability to work cooperatively with colleagues, parents, school and administrative personnel, and representatives of community organizations or agencies.
Possess grant and fiscal organizational skills.
SALARY
This is a twelve-month position with placement on Range 41 ($70,044-$93,780) of the Unified Salary Schedule. Placement will be made in accordance with Clark County School District Regulation 4291. Placement higher than Step C ($77,220) shall not be granted to professional-technical employees (non-licensed administrators) new to the Clark County School District except by decision of the Superintendent or designee.
